Resolution 10-22 Page 1, Page 2 - Requests Planning Board investigate putting the entire block which houses 606 W. Maple into a redevelopment zone. (Note that Council was not given time to read or review the resolution. Resolution passed 5-0-1, with Mr. Brunton abstaining on 11 Jan '10. Reason for Mr. Brunton's abstention: While not a time-critical item, this resolution was withheld from the published agenda, and from Council, until it was introduced, in a clear violation of the spirit and probably the letter of the NJ Sunshine laws . Mr. Brunton will NOT vote for any item "sprung" on the public or the Council in this fashion. In the future, Mr. Brunton will vote NO on any such items.)
Resolution 10-24 - Authorize ad for Chestnut Multiple Use Path. (Passed 4-1-1, Mr. Brunton dissenting and Mr. Brickley abstaining. Reason for Mr. Brunton's "NO" vote: The bike path upgrade planned is an extravagance the borough cannot afford. Mr. Brunton will not support it because the residents are already suffering under a too-high local tax levy.)

Resolution 10-44 - Use Average Tax Collection in 2010 Budget (Approved 4-1, Mr. Brunton dissenting [Reason for Mr. Brunton's dissent - Property Tax collection rates have fallen somewhat from their historical values the last two years, indicating (in my opinion) that some residents are finding it hard to pay that ever-increasing sum. The North administration wants to use an averaged number for the collection rate under the guise of otherwise imposing "...an unfair tax burden to the residents..." This patently false, as the planned tax increase is the maximum allowed by law. In fact, this number will be used to increase the apparently available revenues in the budget, thus allowing even more lavish spending. M. Brunton])

Resolution 10-58, the school budget resolution, was tabled due to lack of a quorum. Mr. North explained why the governing body elected to ignore the public vote, claiming that he knew that many "younger residents were told or assumed" that if the school budget was defeated, cut programs would have to be put back. He stated that Council could not find ANYPLACE to adjust the school budget. All Council committees (3) reported back that there waas no place to cut. Mr. Perno recused himself. Mr. Higgins explained that, despite being a teacher in the system, Ms. Fields could vote on the resolution. A special meeting will be held to pass this resolution.
