RESOLUTION AUTHORIZING CHERRY HILL TOWNSHIP’S APPLICATION FOR THE SHARING AVAILABLE RESOURCES EFFICIENTLY (SHARE) GRANT

WHEREAS, the Governing Body of Cherry Hill Township and the Borough of Merchantville have agreed to apply for SHARE (Sharing Available Resources Efficiently) assistance through the State of New Jersey Local REDI Program in the amount of $20,000.00; and,

WHEREAS, the grant includes a local matching requirement in an amount equal to 10% of the amount of the grant, and,

WHEREAS, the Cherry Hill Township has agreed to be the lead agency in this endeavor; and

WHEREAS, the State of New Jersey has made SHARE assistance available to assist local units study, develop and implement new shared and regional services; and

WHEREAS, the purpose of this grant is to promote shared services between our local units through the consolidation of Recycling and Solid Waste Consolidation, that would be beneficial to all local units; and

WHEREAS, the Cherry Hill Township agrees to execute an Interlocal Services Agreement with the Borough of Merchantville in order to implement a Recycling and Solid Waste Consolidation Feasibility Study.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Township of Cherry Hill, in the County of Camden that the Cherry Hill Township does hereby join with The Borough of Merchantville in applying for a grant for the purpose of conducting a Recycling and Solid Waste Consolidation Feasibility Study and agrees to provide its required share of the local match in the amount of $2,000.00.

DETAILED EXPLANATION OF REQUEST:

Cherry Hill – Merchantville Recycling and Solid Waste Consolidation Feasibility Study

By sharing recycling and solid waste services, the Cherry Hill Township (Cherry Hill) can negotiate more favorable pricing based on increased volumes. This will result in savings for all parties involved. The Township will be going out to bid for hauling services in 2010 and with adding additional entities, the cost of operations decrease.

A feasibility Study needs to be conducted to see if the Borough of Merchantville (Merchantville) will benefit by joining Cherry Hill’s existing contract. Currently, Merchantville provides hauling services through their own Department of Public Works.
