Meeting opened 7:30 - Mr. Perno absent.
Public Comments:
Ms. Marge Disch reported that she has found a suitable home for the ship's wheel that's in the Community Center - a maritime museum. Solicitor Higgins said the borough must offer the wheel for sale first.
Mr. Tom Evaul asked if the borough has a contreact with Fieldstone (AST Developer). Mr. North and Mr. Higgins both answered yes. It is in the CLerkk's Office. Borough has not yet purchased the house built in a day. Funds are in a bond issue at this time.
Mr. Alex Woshenko had several budget comments. He also brought up the comments made by Mr. Perno about consolidation with another community. Mayor North said there would be no consolidation while he is mayor.
Engineer's Report - Not all projects are transitioned from CES to Remington & Vernick.
The 02/08/10, 02/22/10, 03/08/10 and 03/22/10 Council Meeting minutes were approved 5-0.
Correspondence: None.
Council members provided reports.
Highlights:
Court in March received $18,289.00. 345 cases were added; 355 were dispositioned.
No fire report provided.
Police report will be added in the future.

New Business:
Community Center Ship's Wheel - After some discussion, Council decided on my motion to loan the wheel to the museum for five years.
Ordinance 10-05 - COLA Ordinance. Introduction by a vote of 4-1, Mr. Brunton dissenting [Reason for Mr. Brunton's dissent - There is no reason to pass this ordinance, which allows the borough to increase it's budget by 3.5%, rather than this year's state-determined need of 0% - that's ZERO percent. This places an unnecessary burden on the property owners, and is done only because the current Council and Administration cannot control its spending habits. M Brunton]
Resolution 10-44 - Approved 4-1, Mr. Brunton dissenting [Reason for Mr. Brunton's dissent - Property Tax collection rates have fallen somewhat from their historical values the last two years, indicating (in my opinion) that some residents are finding it hard to pay that ever-increasing sum. The North administration wants to use an averaged number for the collection rate under the guise of otherwise imposing "...an unfair tax burden to the residents..." This patently false, as the planned tax increase is the maximum allowed by law. In fact, this number will be used to increase the apparently available revenues in the budget, thus allowing even more lavish spending. M. Brunton]
