  1. OLD BUSINESS Ordinance adoption

ORDINANCE 09-08 COLA Cap Bank (Approved 5-1, Mr. Brunton dissenting. Reason for Mr. Brunton's "NO" vote: Not passing this ordinance will impose a small amount of fiscal discipline on the borough. Considering the 18.5% jump in local property taxes last year, Council sorely needs such discipline. Also, with the current state of the economy, an increased tax burden is not a wise thing to impose on already strained resident finances.)

ORDINANCE 09-09 Bond Ordinance for Capital Improvements (Approved 6-0. Mr. Brunton reluctantly supported this ordinance, as repairs to the covered streets must be done. However, Mr. Brunton setting aside funds in the Capital budget each year for such work. The borough should not have to borrow money to fund street maintenance.)
