Mr. Tom Evaul:
1. Thanked public works department for great job with leaves this year.
2. What is happening with PNC Bank purchase? Will we purchase old bank building when PNC moves to new location?
Mayor North: We will purchase bank within 30 days of move.
What is the source of funds? Bridge loan? Taxpayers?
Mayor North: Don't know yet.
What will be the new use of the building?
Mayor North: Being negotiated.
Will it be the rumored brewpub?
Mayor North: That is still in negotiation.
You, Mayor North, have stated this will not cost the taxpayers anything. Will the deal cover costs and lost taxes?
Mayor North: Any deal will make the borough whole.
Is the borough obligated to make the purchase?
Mayor North: Yes.
Will we be owning the building with no ratables?
Mayor North: No.
Is the Council aware of the PNC activities?
Mayor North: Will be brought up to date in private session tonight.
Very concerned with $1,000,000 investment by borough government with lack of available information on it. Please provide information as soon as possible.
Mayor North: I will.
Mr. Bob Disch:
1. He was at 11:00 pre-bid meeting for TCE. Will the bid panel be appraising qualifications?
Mayor North: No, they'll be reviewing proposals.
Will there be another panel to review qualifications?
Mayor North: Yes. Will include CFO, Frank North, Financial Advisor and Council President. [There may be another position which I didn't get in my notes - MAB]
Will proposals be open to the public?
Mayor North: Eventually. Makeup of bid panel will include two members of HPC, two members of PB, two members of Council and a like number of residents.
Will their meetings be open to the public?
Mayor North: That's not worked out yet.
Mr. Kevin Barnett:
1. What is the status of the speed bumps?
Mayor North: Traffic counters will be installed after January 1st. Data collection will be complete early March. Data will be reviewed and locations for speed humps will be decided.
Mr. Bill Walker:
1. Regarding TCE - there will be two committees? One for RFQ and one for RFP?
Mayor North: Correct.
There will be lots of questions, including lots of questions in Planning Board as well. Please open everything to the public.
Mayor North: Hope residents see that this is as open as possible.
Clarification on number of residents in bid review committee - how many?
Mayor North: Closer to six.

DISCUSSION-Payroll service company options
Ms. Fields briefed the Council::
Personnel department has investigated using a payroll company for all payroll processing.
USA Payroll provided an original price quote of $687 per month, the updated to a new quote of $467 per month. This would be an annual renewal contract.
Borough currently spends an estimated $894.74 per month doing its own payroll.
Borough will be going to time clocks for all employees, which will cost approximately $2,500 to purchase and install. This includes a fingerprint scan time clock for the Department of Public Works.
USA Payroll currently handles Merchantville-Pennsauken Water Commission and Haddon Heights payrolls, among others.
(Ms. Fields moved for adoption of USA Payroll and time clocks. Mr. Alloway seconded. Motion adopted 5-0)

Copy machine in Council chambers is dead. Machine will be removed.
